Master Infrastructure Plan

In 2009, the Village Board created a long-term plan that contemplates $86.8 million in infrastructure improvements between 2010 and 2023. The Master Infrastructure Plan (MIP) is intended to:


• Repair or replace failing roads and accomplish improvements to the water, sewer, and storm water management systems that were required to comply with federal and state regulations.
• Staff has sent out Requests for Proposal to engineering consultants to develop a pavement management program and new Master Improvement Plan for 2025 – 2040.

The MIP is subject to annual review by the Village's Engineering staff, and projects may be reprioritized based on current conditions.

The April 5, 2016 Committee of the Whole MIP update is available here, showing progress made through the end of Fiscal Year 2015-16 (April 30, 2016).

In 2017, the Master Infrastructure Plan was accelerated to provide street improvements earlier. The following streets are scheduled to be completed in 2019:


2022 S. Garfield Reconstruction Project
In 2022, the Village plans to improve S. Garfield Street from Hinsdale Avenue to 55th Street.  The block from Hinsdale Avenue to First Street will be resurfaced.  The blocks between First Street and +/-50-feet south of 55th Street will be reconstructed in Portland Cement Concrete.    The +/-50-feet immediately adjacent to 55th Street will be resurfaced with asphalt.  The Village has awarded the design and construction observation contract to Rempe-Sharpe & Associates (RSA).   The project will be funded using a combination of Surface Transportation Program (federal) funds, Rebuild Illinois (state) funds, and local funds.  The project schedule is listed below:


  • 12/10/21   Bid Advertisement by IDOT
  • 01/21/22   Bid Opening by IDOT
  • Mid-May 2022   Construction begins
  • 10/31/22   Construction is complete
