| Village of Hinsdale Engineering Project Updates

OAK STREET BRIDGE – Phase 1
The Village has begun the first of three phases in a multi-year program to replace the Oak Street Bridge. The three phases include:
- Phase 1: Environmental Assessment/Preliminary Engineering 15-18 months
- Phase 2: Design Engineering +/- 24 months
- Phase 3: Construction +/- 18 months
The Village has received State and Federal funds for the Phase 1 study. In Phase 1, the Village will evaluate the feasibility of the bridge replacement by identifying design issues, environmental impacts, developing design alternatives and cost estimates. Phase 1 activities to date include:
- Kick-off meeting with consultants, Clark Dietz, Inc. 01/04/11
- Kick-off meeting with IDOT and DuPage Mayors/Managers 01/05/11
- Site survey begun 01/10/11
- IL Dept. of Natural Resources terminates consultation finding no evidence of endangered species, essential habitat, etc. within the project area 01/19/11
- Envir. Survey Request (ESR) submitted to IDOT District 1 01/21/11
- IL Historic Preservation Agency finds no evidence of historic, architectural, or archaeological sites within the project area 02/10/11
- IDOT District 1 accepts ESR. Forwards it to Springfield 02/17/11
- Public information meeting 02/17/11
- Community Working Group established consisting of project stake holders including volunteering residents 02/22/11
The Village has coordinated funding for the design and construction phases of the bridge replacement from Federal and State sources. Construction is anticipated to start in/around FY 2015.
2011 RESURFACING PROGRAM
The Village has selected HR Green Co. (formerly SEC Group, Inc.) to conduct the engineering design and construction observation for the 2011 Resurfacing Program. The project will be constructed in the Summer 2011.

CHESTNUT STREET INFRASTRUCTURE IMPROVEMENTS
The Village has completed the plans for the Chestnut Street Infrastructure Improvements and is currently completing an application for a State Revolving Fund (SRF) loan through the IEPA. We anticipate receiving this loan in mid-Summer and beginning construction as soon after as possible. Construction will include:

N. WASHINGTON/N. GRANT INFRASTRUCTURE IMPROVEMENTS We will complete the designs for the infrastructure improvements in the N. Washington/ North Grant area this year with construction beginning in the Spring of 2012.
WOODLANDS GREEN INFRASTRUCTURE PROGRAM
The Village has selected HR Green Co. (formerly SEC Group, Inc.) to conduct the engineering design for the Woodlands Phase 1. HR Green will develop a design in 2011 with construction anticipated to start in 2012. The Village has submitted an application for IEPA funding for a portion of the stormwater improvements involved.
VEECK PARK WET WEATHER FACILITY
CONSTRUCTION UPDATE: The contractor, John Burns Construction Company (JBCC), has completed the major components on-site including the Highland Road sewer separation, the screening building, the underground storage tank, and the access road. The facility is substantially complete and began functioning on 02/23/10. The Village is coordinating the final grading and restoration with the contractor.
Construction of the Third & Princeton Combined Sewer Overflow (CSO) began on November 01, 2010. The CSO structures and cross-connection are complete. Site restoration and landscaping was conducted on 04/06-07/11. This CSO will re-route excessive combined sewer flows during rain events to an underground storm sewer. This is designed to decrease the frequency of the current combined sewer overflows onto Third Street.
50/50 SIDEWALK PROGRAM
The Village has established a 50/50 Sidewalk Program to help keep the existing sidewalk network functioning safely. This is an annual program that involves resident input and cost sharing for replacement of dangerous sidewalk squares. For a sidewalk square to qualify for cost sharing replacement it must be present a trip hazard of at least ½". Sidewalk squares displaced by parkway trees are replaced at Village expense. Residents may request additional sidewalk replacement, but if it does not meet the hazard criteria the resident must cover 100% of the cost.
LOCALIZED DRAINAGE SOLUTION PROGRAM
The Localized Drainage Solution Program was established in 2007 to help address areas of localized flooding both on public and private property. Projects are selected based on resident requests and a Village evaluation of the requests to determine the feasibility of a solution. Typically those accepted are ones that affect multiple properties and also are reasonably close to existing storm sewers to provide the drainage relief.
The cost of projects established solely to alleviate private property flooding is split 80/20, with the residents responsible for 80%. The Village pays the 20% upon completion of the construction. Projects located on public property are generally funded 100% by the Village and are likely part of the Stormwater Master Plan. Exceptions may include unimproved streets and alleys. Unimproved street improvement costs have historically been shared with the residents based on a Special Assessment or Special Service Area agreement. For alley improvements, drainage costs are paid by the Village, while paving costs (including asphalt and stone) are paid by the residents.
Other Organizations Conducting Engineering Projects in the Vicinity
MONROE STREET QUAD-CROSSING PROJECT
The Illinois Commerce Commission and Burlington Northern Santa Fe rail road will be installing four vehicle crossing gates at the Monroe Street rail road track crossing in 2011. This is a pilot project designed to improve safety by preventing vehicles from driving around the standard dual crossing gates. Funds for this project are provided by the Illinois Commerce Commission. The Monroe Street Crossing will be closed for approximately one month while the quad-crossing gates are installed. This project has been delayed due to funding issues at the state level.
HIGHLAND STATION RENOVATIONS
From November 2010 to Spring 2011, Metra will be improving the Highland Train Station platform, lighting, and public address systems. Trains will still stop at the Highland Station per the regular schedule.
