Administration
and Community Affairs Committee
This Committee reviews matters concerning Village
finances, administrative items, and park and recreation
activities. One responsibility of this Committee
is coordinating the review of the Village's annual
budget. The Committee consists of four trustees.
One trustee is selected by the Village President
to be Chairperson of the Committee.

Environment
and Public Services Committee
This Committee deals with issues and projects pertaining
to the Public Services Department, including Public
Works, Building & Code Enforcement, Building Maintenance,
Engineering and Water & Sewer. Most capital projects
are coordinated by this Committee. The Committee
reviews public improvement projects initiated by
the Village and by other governmental agencies.
The Committee consists of four trustees. One trustee
is selected by the Village President to be Chairperson
of the Committee.

Zoning
and Public Safety Committee
This Committee generally handles any issues which
relate to zoning or Police and Fire Department operations.
It also reviews the monthly reports of the Police
and Fire Departments. Any parking concerns are also
considered by this Committee. The Committee reviews
recommendations made by the Plan Commission and
forwards recommendations to the full Board.
The Committee consists of four trustees. One trustee
is selected by the Village President to be Chairperson
of the Committee.

Commissions

Board
of Fire and Police Commissioners
The Board of Fire and Police Commissioners consists
of three members appointed by the Village President
for three-year terms. The Board's sole responsibilities
are in the are of hiring, promoting, and disciplining
police officers and firefighters. The Board meets
on an as-needed basis.

Design
Review Commission
The Design Review Commission was established by
the Village Board in January of 2007 as a direct
result of feedback received from the Hinsdale 2025
Survey. The Commission is made up of four at-large
residents, two architects, a landscape architect,
an engineer, and a historic preservationist. The
purpose of the Commission is to establish a set
of design review guidelines to be adopted by the
Village Board for single family and multifamily
development and to review new construction and major
renovation project applications for compliance with
those guidelines.

Economic
Development Commission
The Economic Development Commission consists of nine
members who are appointed by the Village President
to serve three-year terms. The Economic Development
Commission recommends plans and actions to expand
the Village's tax base and increase the Village's
sales tax revenues, and encourages the establishment
and maintenance of a wide variety of businesses within
the Village. The Economic Development Commission recommends
plans and actions to promote and maintain the charm
and uniqueness of the Village and enhance the quality
of life within the Village. The Economic Development
Commssion recommends long-term strategic plans to
maximize and maintain the Village's economic development
within the Village's business community.

Electrical
Commission
The Electrical Commission consists of five voting
members appointed by the Village President for four-year
terms. The Commission is composed of an electrical
contractor, a journeyman electrician, a registered
professional engineer, an electrical supply house
representative, and the Village Fire Chief. The
electrical inspector serves as an ex-officio chairman
of the Commission. The Commission is responsible
for reviewing the Village's electrical code and
making recommendations for possible changes to that
code. The Electrical Commission meets quarterly.

Finance
Commission
The Finance Commission consists of nine members
who are appointed by the Village President to server
three-year terms. The Finance Commisssion recommends
plans and actions with regards to the Village's
annual budget and other financial related matters
and recommends long term strategic plans with regards
to the Village's annual budget and other financial
related matters.

Firefighters'
Pension Fund Board
The Firefighters' Pension Fund Board is an independent
board that consists of nine members serving two-year
terms. The Board consists of the Village President,
the Village Clerk, the Village Attorney, the Village
Treasurer, the Fire Chief, three members elected
by the current firefighters, and one member elected
by the fund beneficiaries. The Firefighters' Pension
Fund Board has control of the management of all
funds belonging to or designead by law as part of
the Firefighters' Pension Fund. The Board is mandated
to meet once a year. Special meetings are held when
necessary.

Foreign
Fire Insurance Board
The Foreign Fire Insurance Board consists of four
members elected by the members of the Village Fire
Department. The Fire Chief, if not elected to the
Board, serves as an ex officio member of the Board.
The members of the Board serve four-year terms. The
Foreign Fire Insurance Board manages and administers
the money in the Foreign Fire Insurance Fund. Pursuant
to stare law, the Foreign Fire Insurance Fund receives
its monies from a state tax imposed on fire insurance
policies written by insurance companies domiciled
outside of the State of Illinois. The Foreign Fire
Insurance Board meets annually, no later than November
1 of each year.

Historic
Preservation Commission
The Historic Preservation Commission consists of nine
members who are appointed by the Village President
to serve four-year terms. The purpose of the Commission
is to assist the Village Board in the preservation,
protection, enhancement, rehabilitation, reconstruction,
or use of historic structures, sites, or areas in
the Village, and to educate the residents of the Village
regarding historic the importance of historic preservation.

Library
Board
The Library Board is an elected Board consisting of
seven members who serve for six years. This Board
has the responsibility of making reasonable rules
and regulations for the use of the library. In addition,
the Board has the authority to exclude individuals
from the use of the library if that individual willfully
and continually violates the library rules. The Library
Board reports annually on the financial condition
of the library to the Village Board. The Library Board
meets on the fourth Tuesday of each month.

Park
and Recreation Commission
The Park and Recreation Commission is an advisory
board consisting of nine members appointed by the
Village President to serve two-year terms. The Commission
advises the Board of Trustees on matters relating
to plans and programs for Village parks. In addition,
the Commission reviews the acquisition, maintenance,
and development of parks and reviews the budget for
all Park activities. The Park and Recreation Commission
meets on the third Monday of each month. Special meetings
are held when necessary.

Plan
Commission
The Plan Commission consists of nine members who
are appointed by the Village President to serve
four-year terms. The Plan Commission reviews all
applications for planned unit developments, zoning
code amendments, special use permits, and lot subdivisions.
It then forwards recommendations to the Board of
Trustees on these matters. The Plan Commission is
also responsible for reviewing the exterior appearance
and site plan for all nonresidential development.
In addition, the Plan Commission reviews all sign
permit applications and renders decisions on those
permits. The Plan Commission meets on the second
Wednesday of each month. Special meetings are scheduled
as needed.

Police
Pension Fund Board
The Police Pension Fund Board is an independent
board that consists of five members who serve two-year
terms. Two members are appointed by the Village
President, one member is elected by the pension
fund beneficiaries and two members are elected by
the active members. The Pension Board deals with
the investment of pension funds, making determinations
as to an officer's ability to qualify for the fund,
and rules or questions of disability pay. The Board
meets quarterly. Special meetings may also be held
on an as-needed basis.

Zoning
Board of Appeals
The Zoning Board of Appeals is an independent Board
consisting of seven members appointed by the Village
President for five-year terms. The Board reviews
and renders decisions on all variations to the regulations
of the Zoning Code. In addition, the Board reviews
appeals on matters where the applicant feels staff
has misinterpreted the Zoning Code. The only appeal
an individual has beyond the Zoning Board of Appeals
is to the Circuit Court System. The Zoning Board
of Appeals meets on the third Wednesday of each
month.
