Village of Hinsdale Engineering Project Updates

OAK STREET BRIDGE
- Phase 1
In January 2011, the Village began the first of three phases
in a multi-year program to replace the Oak Street Bridge.
The three phases include:
- Phase 1: Environmental Assessment/Preliminary Engineering
15-18 months
- Phase 2: Design Engineering
+/- 24 months
- Phase 3: Construction
+/- 18 months
The Village has received State and Federal funds for the
Phase 1 study. In Phase 1, the Village will evaluate
the feasibility of the bridge replacement by identifying
design issues, environmental impacts, developing design
alternatives and cost estimates. Recent Phase 1 activities

The Village has coordinated funding for the design and
construction phases of the bridge replacement from Federal
and State sources. Construction is anticipated to
start in/around FY 2015.
2011 RESURFACING PROGRAM
Brothers Asphalt Paving has completed the 2011 Resurfacing
Program as of 11/04/11.

CHESTNUT STREET INFRASTRUCTURE IMPROVEMENTS
The Village received approval for the Illinois EPA's State
Revolving Fund (SRF) loan in 08/16/11. The selected contractor,
Martam Construction, began construction ASAP and anticipates
completing phase 1 utility and bituminous binder course
on Chestnut Street from Monroe to Vine and Thurlow from
Chicago to Chestnut by 11/23/11 with additional restoration
being completed early December 2011.
The remaining construction west of Monroe Street as well
as applying the surface course and any remaining restoration
work for Phase 1 will be completed during the 2012 construction
season. The total scope of the project includes:

AT&T, etc. have been notified of these improvements.
They may schedule the relocation of their utilities at any
time during the Chestnut Street Improvements.
N. WASHINGTON/N. GRANT INFRASTRUCTURE IMPROVEMENTS
The Village will complete the designs for the infrastructure
improvements in the N. Washington/ North Grant area in 2011
with construction scheduled for the Spring of 2012. The

WOODLANDS GREEN INFRASTRUCTURE PROGRAM
The Village has selected HR Green Co. (formerly SEC Group,
Inc.) to conduct the engineering design for the Woodlands
Phase 1. HR Green will develop a design in 2011 with construction
anticipated to start in 2012. The Village has submitted
an application for IEPA funding for a portion of the stormwater
improvements involved. Phase 1 includes infrastructure improvements

phase 1) is scheduled for 2013 with construction in 2014.
Design engineering for Phase 3 (Woodland areas north of
phase 1) is scheduled for 2015 with construction in 2016.
VEECK PARK WET
WEATHER FACILITY
CONSTRUCTION UPDATE: The excess material has been removed
from the site. Twin Oaks Landscaping is constructing drain
tiles, grading, and landscaping/erosion control in 2011.
Some landscaping/sod will be applied in Spring 2012. The
Parks department will monitor the grass growth through 2012
to open the fields for play as soon as possible.
50/50 SIDEWALK PROGRAM
The Village has established a 50/50 Sidewalk Program to
help keep the existing sidewalk network functioning safely.
This is an annual program that involves resident input and
cost sharing for replacement of dangerous sidewalk squares.
For a sidewalk square to qualify for cost sharing replacement
it must be present a trip hazard of at least ½".
Sidewalk squares displaced by parkway trees are replaced
at Village expense. Residents may request additional sidewalk
replacement, but if it does not meet the hazard criteria
the resident must cover 100% of the cost. The 2011 50/50
sidewalk program has been completed.
LOCALIZED DRAINAGE SOLUTION PROGRAM
The Localized Drainage Solution Program was established
in 2007 to help address areas of localized flooding both
on public and private property. Projects are selected based
on resident requests and a Village evaluation of the requests
to determine the feasibility of a solution. Typically those
accepted are ones that affect multiple properties and also
are reasonably close to existing storm sewers to provide
the drainage relief.
The cost of projects established solely to alleviate private
property flooding is split 80/20, with the residents responsible
for 80%. The Village pays the 20% upon completion of the
construction. Projects located on public property are generally
funded 100% by the Village and are likely part of the Stormwater
Master Plan. Exceptions may include unimproved streets and
alleys. Unimproved street improvement costs have historically
been shared with the residents based on a Special Assessment
or Special Service Area agreement. For alley improvements,
drainage costs are paid by the Village, while paving costs
(including asphalt and stone) are paid by the residents.

MONROE STREET QUAD-CROSSING PROJECT
From October 26, the Illinois Commerce Commission and Burlington
Northern Santa Fe rail road are installing four vehicle
crossing gates at the Monroe Street rail road track crossing.
This is a pilot project designed to improve safety by preventing
vehicles from driving around the standard dual crossing
gate configuration. Funds for this project are provided
by the Illinois Commerce Commission. The crossing opened
12/02/11 with some restoration conducted the following week.
HIGHLAND STATION RENOVATIONS
Metra has completed improvements to the Highland Train
Station platform, lighting, and public address systems except
for punch list items. Metra is re-constructing the ramped
sidewalk on the south side of the station because it was
too narrow for ADA standards. Trains will continue to stop
at the Highland Station per the regular schedule.
