Village of Hinsdale Engineering Project Updates
as of August 3, 2010


VEECK PARK WET WEATHER FACILITY
CONSTRUCTION UPDATE:  The contractor, John Burns Construction Company (JBCC), has completed the major components on-site including the Highland Road sewer separation, the screening building, the underground storage tank, and the access road.  The facility is substantially complete and began functioning on 02/23/10.  JBCC is currently working on site restoration.    


GARFIELD ROAD UTILITY IMPROVEMENT PROJECT

Swallow Construction Company began the Garfield Road Utility Improvement project on 4/12/10.  The project provides significant utility improvements for the Village.  Construction to date includes:

  • Constructing storm sewer on Garfield Street between Eighth and Fourth which separates the sanitary and storm water flows in this area.
  • The lining of the sanitary sewer between Ninth and Fourth is on-going.  These two actions will reduce the stormwater flows to Flagg Creek Water Reclamation District, allow for future sewer separation in surrounding portions of Hinsdale, and improve water quality in our local streams. 
  • New water main has been constructed on Park Avenue from Chicago to First Street.  Swallow Construction will also install watermain on Garfield Street from Ninth to 55th and from Fourth to First, and on First Street from Garfield to Park. 

Once the utility improvements are complete, the following streets will be resurfaced:

  • First Street between Garfield and Park
  • Park Avenue between First and Chicago
  • Garfield Street between Ninth and First
  • New sidewalk will also be constructed on the east side of Garfield between Eighth and 55th

Approximately 57% of the project is funded by American Recovery and Reinvestment Act (Federal Stimulus) funds.  The project will be completed around mid-October 2010, weather permitting.


Traffic: One lane of Garfield Street will be closed throughout the project.  One lane of southbound traffic will be available.  However, due to safety concerns, daily lane closures will occur in the vicinity of the construction.  Traffic will be re-routed around the construction area.  The southbound traffic lane will be uninterrupted in the evenings, weekends, and holidays when no construction is taking place.  Detour routes include County Line Road and Grant Street (for downtown traffic only).  (See the detour map).


No resident parking will be allowed on the street within the construction zone at any time.  Residents should plan to park on side streets when necessary.  The contractor may have vehicles parked in the construction zone during the day.  However, these will be marked appropriately.  Unmarked vehicles parked in the construction zone will be ticketed.


2010 RESURFACING PROGRAM

The Village’s contractor (Central Blacktop Inc.) will begin work on this project next week (July 26, 2010), weather permitting.  Project scope may include patching, curb and gutter replacement, and some sewer repairs.  The final portion of these improvements will include the milling and resurfacing of the streets.  All work is to be completed by August 31, 2010.   Access to driveways will be maintained at all times unless curb and gutter, driveway apron, and/or sidewalk replacement is required. Although parking on the street may be prohibited during the resurfacing project, parking on side streets will be permitted (expect for County Line Rd.).

50/50 SIDEWALK PROGRAM
The Village’s contractor (D’Land Construction Co.) will begin work on this project the week of August 3, 2010, weather permitting.  Project scope may curb and gutter and sidewalk replacement.  All work is to be completed by August 31, 2010. Access to driveways will be maintained at all times unless curb and gutter, driveway apron, and/or sidewalk replacement is required across the driveway.  Parking on the street will be permitted unless prohibited by posted signage.

OAK STREET BRIDGE
Coordination continues regarding replacement of the Oak Street Bridge as it nears the end of its useful life. The Village firmly believes that a grade separated railroad crossing is important to maintain in the future. Given the existing condition and location of the bridge, there will be several challenges that must be addressed early in the process. The Village has already involved Burlington Northern Santa Fe Railroad, Illinois Department of Transportation, Illinois Commerce Commission, and local legislators.
The Village is currently working towards beginning a Phase 1 study to evaluate the feasibility of bridge replacement by identifying design constraints, environmental impacts and cost. Developing a design, securing funding and constructing a project of this nature can take several years.  So, the process to replace the Oak Street Bridge must begin now.


Other Organizations Conducting Engineering Projects in the Vicinity

CLARENDON HILLS SEWER IMPROVEMENT PROJECT
Flagg Creek Water Reclamation District (FCWRD) began construction of their Clarendon Hills Sewer Improvement Project on February 1, 2010.  This project includes constructing relief sewers in Clarendon Hills, a sanitary lift station at the southwest corner of Hinsdale Avenue and Illinois Route 83, and a force main through southwest Hinsdale to the FCWRD interceptor sewer on 55th Street.  This project will benefit Hinsdale residents by reducing the frequency of combined sewer overflows from the FCWRD interceptor under Hinsdale Avenue. 

The contractor began construction of the force main through Hinsdale on April 26, 2010.  The force main will be “pushed” under the roads which is a less intrusive construction method.  The contractor digs a pit every 500-600 feet.  The pipe is then pushed underground between pits.  This creates less surface disturbance than the traditional method of digging an open trench along the entire route of the force main.

The contractor, Joel Kennedy Construction has pushed the force main under Fourth Street from Jackson to Adams, and under portions of Adams Street from Fourth to Ninth.  They will continue to construct the force main south on Adams, on Ninth Street from Adams to Bodin, and on Bodin Street from Ninth to 55th Street.  All roads will be patched after the force main has been installed.

MONROE STREET QUAD-CROSSING PROJECT
The Illinois Commerce Commission and Burlington Northern Santa Fe rail road will be installing four vehicle crossing gates at the Monroe Street rail road track crossing.  This is a pilot project designed to improve safety by preventing vehicles from driving around the standard dual crossing gates.  Funds for this project are provided by the Illinois Commerce Commission.  This project is anticipated to begin in early July.  The Monroe Street Crossing will be closed for approximately one month while the quad-crossing gates are installed.

MADISON STREET RESURFACING PROJECT
DuPage County Division of Transportation will resurface Madison Street between 55th Street and Plainfield Road.  The work includes curb removal and replacement, pavement patching, pavement removal and replacement, installation of ADA sidewalk ramps, and striping a new bike lane.  Construction is expected to start on 07/06/10.

IL ROUTE 83 ACCESS RAMP RESURFACING PROJECT
IDOT will resurface the access ramps to Illinois Route 83 at 55th Street and Ogden Avenue this summer.  Bid opening will be 07/30/10.  Construction is anticipated in mid-September 2010.  IDOT estimates that the construction will not last more than two weeks per ramp.
