Village of Hinsdale Engineering Project Updates
as of May 4, 2012
During the summer of 2012, the Village will experience
multiple infrastructure improvement projects. While the
streets will be maintained for traffic as much as possible,
you may experience temporary delays, detours, and pavement
transitions (a fancy word for "bumps"). We appreciate your
patience during these times. For the safety and convenience
of the people in the construction zones, please drive
carefully through these areas.
OAK STREET BRIDGE
- Phase 1
In January 2011, the Village began the first of three phases
in a multi-year program to replace the Oak Street Bridge.
The three phases include:
- Phase 1: Environmental Assessment/Preliminary Engineering
15-18 months
- Phase 2: Design Engineering
+/- 24 months
- Phase 3: Construction
+/- 18 months
The Village has received State and Federal funds for the
Phase 1 study. In Phase 1, the Village will evaluate
the feasibility of the bridge replacement by identifying
design issues, environmental impacts, developing design
alternatives and cost estimates. Recent Phase 1 activities
include:
- Completed environmental investigation

The Village has coordinated funding for the design and
construction phases of the bridge replacement from Federal
and State sources. Construction is anticipated to
start in/around FY 2015.
2012 RESURFACING PROGRAM
On 05/01/12, Pirtano Construction Company was awarded the
contract for the 2012 Resurfacing Program. They are currently
completing pre-construction documentation prior to beginning
the project. Streets included:

CHESTNUT STREET INFRASTRUCTURE IMPROVEMENTS
The Village received approval for the Illinois EPA’s State
Revolving Fund (SRF) loan in 08/16/11. The selected contractor,
Martam Construction, completed phase 1 utility and bituminous
binder course on Chestnut Street from Monroe to Vine and
Thurlow Street from Chicago to Chestnut by 11/23/11.
The remaining construction west of Monroe Street as well
as applying the surface course and any remaining restoration
work for Phase 1 will be completed during the 2012 construction
season. Current events include:
- Martam Construction will begin mobilizing, surveying,
and establishing tree protection beginning 03/26/12.
- Begin addressing punchlist items east of Monroe 04/04/12
- Began construction west of Monroe 04/04/12
- Surface Course Paving on Phase 1 east of Monroe Street 05/01/12
- Complete final sidewalk & carriage walk E. of Monroe
estimated 05/09/12
The intersection of Monroe and Chestnut will receive
final paving once the utility and curb & gutter work is
complete west of Monroe. Until that time, there will remain
pavement transitions (bumps) in that intersection. Please,
drive carefully through this area.

The project is scheduled for substantial completion by
08/31/12 and final completion by 09/26/12.
Public utility companies such as ComEd, Nicor, Comcast,
AT&T, etc. may schedule the relocation of their utilities
at any time during the Chestnut Street Improvements.
N. WASHINGTON/N. GRANT INFRASTRUCTURE IMPROVEMENTS
Bids were opened on 03/13/12. The Board of Trustees awarded
the contract to John Neri Construction Company on 04/03/12.
Neri Construction began mobilizing and establishing tree
fencing for Phase 1 on 04/16/12. They began construction
on 04/24/12. John Neri's construction schedule is listed

WOODLANDS GREEN INFRASTRUCTURE PROGRAM
The Village design engineering consultant, HR Green Co.,
reviewed the Phase I 60% plans at a public meeting on 02/16/12.
Subsequently, staff has reviewed the 95% plans. They are
proceeding to complete the plans and submit them to the
Illinois EPA for permits. We anticipate bidding this project
in May 2012 with construction starting in late June 2012.
The Village has again submitted an application for IEPA
funding in December 2011 for a grant to fund a portion of
the storm water improvements. Phase 1 includes infrastructure

phase 1) is scheduled for 2013 with construction in 2014.
Design engineering for Phase 3 (Woodland areas north of
phase 1) is scheduled for 2015 with construction in 2016.
VEECK PARK WET
WEATHER FACILITY
CONSTRUCTION UPDATE: The excess material has been removed
from the site. Twin Oaks Landscaping is constructing drain
tiles, grading, and landscaping/erosion control in 2011.
Some landscaping/sod will be applied in Spring 2012. The
Parks department will monitor the grass growth through 2012
to open the fields for play as soon as possible.
50/50 SIDEWALK PROGRAM
The Village has established a 50/50 Sidewalk Program to
help keep the existing sidewalk network functioning safely.
This is an annual program that involves resident input and
cost sharing for replacement of dangerous sidewalk squares.
For a sidewalk square to qualify for cost sharing replacement
it must be present a trip hazard of at least ½".
Sidewalk squares displaced by parkway trees are replaced
at Village expense. Residents may request additional sidewalk
replacement, but if it does not meet the hazard criteria
the resident must cover 100% of the cost. 50/50 sidewalk
notices to residents will be sent in mid-March. Responses
should be returned to the Engineering Division by 04/16/12.
LOCALIZED DRAINAGE SOLUTION PROGRAM
The Localized Drainage Solution Program was established
in 2007 to help address areas of localized flooding both
on public and private property. Projects are selected based
on resident requests and a Village evaluation of the requests
to determine the feasibility of a solution. Typically those
accepted are ones that affect multiple properties and also
are reasonably close to existing storm sewers to provide
the drainage relief.
The cost of projects established solely to alleviate private
property flooding is split 80/20, with the residents responsible
for 80%. The Village pays the 20% upon completion of the
construction. Projects located on public property are generally
funded 100% by the Village and are likely part of the Stormwater
Master Plan. Exceptions may include unimproved streets and
alleys. Unimproved street improvement costs have historically
been shared with the residents based on a Special Assessment
or Special Service Area agreement. For alley improvements,
drainage costs are paid by the Village, while paving costs
(including asphalt and stone) are paid by the residents.

MONROE STREET QUAD-CROSSING PROJECT
The Illinois Commerce Commission and Burlington Northern
Santa Fe rail road are installing four vehicle crossing
gates at the Monroe Street rail road track crossing. This
is a pilot project designed to improve safety by preventing
vehicles from driving around the standard dual crossing
gate configuration. Funds for this project are provided
by the Illinois Commerce Commission. The crossing was reconstructed
and opened in December 2011 with the standard two crossing
gates. The ICC and BNSF will install the additional two
crossing gates and associated equipment in 2012 under the
following schedule:

TRI-STATE (I-294) PAVING PROJECT
The Tollway Authority will be resurfacing the Tri-State
(I-294) from 22nd Street to 95th Street starting April 1st
for the majority of the 2012 construction season. The majority
of the resurfacing project will be conducted at night. More
information can be obtained from the Tollway website.
